Recently, I discovered that two adult sites were linking to my website. I disavowed these links using the Disavow tool and wrote to the site administrators asking them to remove the links to my resource. What should I do in cases where someone, for example, my competitors, tries to harm me with bad backlinks to my site?

According to Matt Cutts, in such situations you should act exactly as the webmaster did. It is necessary to contact the owners of the low-quality sites and ask them to remove the links to your resource. If they do not respond to your requests, reject the bad links using Disavow. You can even specify the entire domain if you want Google to completely ignore links coming from it. After that, you don’t need to worry anymore, concluded Matt Cutts.
