First of all, you should submit reconsideration requests only if your site has received a manual action.

According to John Mueller, a Google analyst, you shouldn’t send multiple brief reconsideration requests with minimal information—they can mislead Google staff about what actions the webmaster actually took. It may happen that even if the webmaster removed all violations from the site, but described this too briefly, the Google team may not understand and may not lift the penalties.

General recommendations for writing reconsideration requests are as follows: provide the most complete and relevant information about all actions taken by the webmaster to fix the issues for which the site was penalized. If you can add a link to a document mentioned in the message—great; a link to a forum discussion—great; additional context—great.

Each week, Google receives an average of 5,000 reconsideration requests, says Matt Cutts, head of Google’s webspam team. Googlers review and reply to almost every one of them. Most responses are fairly formal, since they simply don’t have time to conduct a detailed dialogue with each webmaster for every specific case. In addition, the reply form is quite short and doesn’t allow adding extra information. However, Google is looking for ways to make communication with webmasters more detailed.
